IDB Statement on the Completion of Phase 3 MILF Decommissioning

 
 

The Independent Decommissioning Body (IDB) praises the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF) for their remarkable progress in the Bangsamoro Peace Process. The conclusion of the third phase of MILF forces' decommissioning fills our hearts with hope and happiness, underscoring the transformative power of unity and peace. The dedication and commitment demonstrated by the GPH and the MILF in this endeavor deserve our deepest admiration and gratitude.

The inauguration of Phase 3 MILF Decommissioning Process on 08 November 2021 at the Old Maguindanao Provincial Capitol, Sultan Kudarat, Maguindanao marks as the cornerstone for the continuous implementation of the Normalization Program. The completion of this third phase decommissioning demonstrates the steadfast commitment and perseverance of the parties in honoring the commitments made under the Comprehensive Agreement on the Bangsamoro (CAB).

As we work towards lasting and inclusive peace in the Bangsamoro, IDB reiterates its commitment that the decommissioning process will be efficiently conducted with utmost impartiality, integrity, and confidentiality. This will be done in close coordination with other key normalization mechanisms as guided by the GPH and MILF Peace Implementing Panels.

The completion of decommissioning of 35% of MILF combatants and weapons for this phase would result in the upliftment of the lives of these former combatants as they return to mainstream society as productive and peaceful citizens. IDB is elated to be part of this historic milestone and we look forward to continuously working to sustain the gains of the peace process towards a peaceful Bangsamoro community.

Furthermore, IDB acknowledges the valuable support and contributions of its local and international stakeholders to the decommissioning process. We underscore the continued dedication of the member countries of IDB – Governments of the Republic of Türkiye, the Kingdom of Norway, and Brunei Darussalam, together with funding donor countries from the Embassy of Australia, Japan, and Germany, also with the local experts and representatives from the GPH and MILF, in facilitating the decommissioning process as their roles are instrumental in this process.

IDB is positive in looking forward to the fourth and final phase and for the successful conduct of the entire decommissioning. With this, we will continue to closely work with the parties and other peace stakeholders in fulfilling our mandate as we journey on a path of peace in the Bangsamoro. //JCB
